根據(jù)沙特阿拉伯食品藥品監(jiān)督部門SFDA 及工貿(mào)部的規(guī)定，對進(jìn)口至沙特的化妝品實施PCP計劃，各種化妝品必,經(jīng)驗證符合沙特國家標(biāo)準(zhǔn)或相應(yīng)的GSO標(biāo)準(zhǔn)的要求，并取得符合性證書(CoC)方可順利通關(guān)。出口沙特的各類化妝品，除了嚴(yán)格遵守禁止存在豬油成分外，其他的物理，化學(xué)性能，微生物限度也必須滿足相關(guān)的產(chǎn)品標(biāo)準(zhǔn)。

關(guān)于沙特化妝品SFDA認(rèn)證

　　1. 什么是SFDA?

　　S.F.D.A. 全稱是Saudi Food & Drug Authority. 即沙特的食品藥品監(jiān)管局。

　　根據(jù)皇家頒布的n° 6 dated 25/1/1428H & SAUDI STANDARD SASO 1953/2005, 進(jìn)口沙特的食品/藥品/化妝品需獲得SFDA授權(quán)機(jī)構(gòu)頒發(fā)的COC證書才可以清關(guān).
 

　　2. SFDA 規(guī)管的化妝品清單：

　　? Creams, emulsions, lotions, gels and oils for the skin (hands, face, feet, etc.).

　　? Face masks (with the exception of peeling products).

　　? Tinted bases (liquids, pastes, powders).

　　? Make-up powders, after-bath powders, hygienic powders, etc.

　　? Toilet soaps, deodorant soaps, etc.

　　? Perfumes, toilet waters and eau de cologne.

　　? Bath and shower preparations (salts, foams, oils, gels, etc.).

　　? Depilatories.

　　? Deodorants and anti-perspirants.

　　? Hair care products:

　　hair tints and bleaches,

　　products for waving, straightening and fixing,

　　setting products,

　　cleansing products (lotions, powders, shampoos),

　　conditioning products (lotions, creams, oils),

　　hairdressing products (lotions, lacquers, brilliantines).

　　? Shaving products (creams, foams, lotions, etc.).

　　? Products for making up and removing make-up from the face and eyes.

　　? Products intended for application to lips.

　　? Products for care of teeth and mouth.

　　? Products for nail care and make-up.

　　3. 獲得COC的途徑：

　　A. 非注冊性COC - 一次性有效，針對不經(jīng)常出貨的出口商

　　要求：需每票提供認(rèn)證文件(如形式發(fā)票/測試報告等);需每票接受泰納驗貨

　　B. 注冊性COC - 一年期有效，針對經(jīng)常出貨的出口商

　　要求：每票出貨前提供認(rèn)證文件，檢驗次數(shù)每家檢驗機(jī)構(gòu)的要求不一樣，如泰納的要求是25%
 

　　4. 費用

　　非注冊COC 與 注冊COC的收費原則不一樣

　　非注冊COC的起步價為USD300, 視具體FOB 貨值再定百分比區(qū)間

　　注冊COC相對較為實惠，起步價為USD210, 視具體FOB 貨值再定百分比區(qū)間
